east africa tourist visa, ok for Uganda or not?

I'm travelling on a Canadian passport. According to what I read on Canadian government website, i can use an East Africa Tourist Visa (EATV) between Rwanda and Uganda (Kenya has stopped EATV, Canadian website did not update this information - so I am a bit skeptical about what I read on that website, travel.gc.ca) I plan to fly from nairobe, kenya to Kigali, Rwanda, then get an EATV on arrival, then use that to go to Uganda, so i can avoid hassles applying an evisa for Uganda. However, one guesthouse in Uganda I just called told me I can NOT use EATV, i have to apply seperately an evisa for Uganda. Since Canadian government website was wrong about EATV on Kenya, the information not up-to-date, I'm now not 100% sure if I can use EATV to Uganda, or for that matter, can I still just get VOA on Rwanda? and do I need an onward ticket when apply an evisa? or transit visa, if there is such kind for Uganda, I probably will stay less than 72 hours. anyone has recently done so please share your experience. information appreciated.
